Schemas	Manifest entry points + S1000D flat-schema resolution from `xml_schema_flat/`. DOCTYPE-referenced DTD as a fallback path.
DMC handling	DMC rename cascades filename, DDN references, PMC xrefs, and CSDB entries atomically. No orphaned dmRef targets.
Publishing	PDF via WeasyPrint or XSL-FO. IETP viewer bundled. IADS export as combined `.iads` or ZIP of per-project packages.
